Closure Requirements
The Code
of Practice for Landfills (COP) issued by Alberta Environment includes
these requirements to properly close a landfill.
- A closure and reclamation plan addressing the following:
- a final cover with a minimum thickness of 0.6 m of earthen material
with a maximum permeability of 1 X 10-7 metres/second, overlain
by 0.2 m of topsoil and 0.35 or 0.8 m of subsoil (dependent on final
use) (COP, 9(1));
- final design slopes to prevent ponding of surface water, with
a minimum final grade of five percent and a maximum final grade
of 30 percent (COP, 9 (1); and
- a closure and reclamation report describing the final cover system,
the maximum quantity of waste on the site and a description of the
final use, drainage, soil replacement, final slopes, erosion control,
revegetation and subsidence (COP, 9(5).
- A post-closure plan for a period of 25 years from the final closure
of the landfill or as long as leachate does not exceed the performance
criteria, and addressing the following:
- maintenance of the integrity of the final cover, the surface
drainage systems; including a twice a year inspection program (COP,
9(6)(a);
- maintenance and operation of the groundwater monitoring, leak
detection, leachate collection and gas venting systems (COP, 9(6)(b);
- maintenance and protection of the benchmarks (COP 9(6)(c);
- establishment and maintenance of security for the landfill site;
and
- annual reporting describing monitoring, maintenance activities
and results (COP, 10(4).
