Petroleum Storage Tank Site Cleanup

Indicator Type: Stewardship

This indicator is designed to track the remediation of petroleum storage tanks in Alberta. Petroleum storage tanks are located throughout Alberta, usually at fuel stations, industrial sites and field camps.

The indicator includes the following categories:

  • Cleanup complete - those that have met the cleanup criteria.
  • Risk managed - those sites currently under long-term remedial management of contamination (Risk Management for Petroleum Storage Tanks)
  • Cleanup initiated - those sites where cleanup is in progress using on-site measures or technology that reduce contamination over the short or longer term.
  • Confirmed or potential releases - those sites where technical reports have been submitted to Alberta Environment for review.

What does the indicator show?

The indicator shows progress in cleaning up and managing contaminated petroleum storage tanks sites throughout Alberta. A total of 4,152 contaminated tank site reports were reviewed by the end of 2004. Almost 1,300 of these sites had been cleaned up by the end of 2004. Cleanup continued at 2,584 sites, while 303 sites needed further planning for cleanup or management.

This indicator shows that Alberta's petroleum storage tank sites are being cleaned up at a rate of 260 per year. It is estimated that with a backlog of almost 3,000 sites and current cleanup rate, cleanup activity will need to continue for another 11 years.

How do we compare?

The following graph is from a United States Environmental Protection Agency 2004 Semi-Annual End-of-Year Activity Report, which shows the agency's ongoing activities in identifying and cleaning up contaminated underground storage tank sites (UST). The U.S. program has been in place since 1989, and has made extensive progress in managing contamination at underground storage tanks. Alberta's cleanup rate of approximately 6% per year for these sites is comparable to the U.S. rate of almost 5% per year.

Why is this indicator important?

Fuel tanks (petroleum storage tanks) are found throughout Alberta at locations such as urban gas stations, industrial sites and field camps. Spills sometimes occur during filling and emptying, and as these tanks get older, leaks can develop. The surrounding soil, groundwater and nearby water bodies can be contaminated if these spills or leaks are not contained and soils are not remediated or managed.

The goal of this program is aligned with Alberta Environment's Business Plan goal "Alberta's environment remains clean and safe". Petroleum hydrocarbons can have adverse effects on the health and quality of life of humans, animals, plants, the water and the soil. This program seeks to eliminate contamination sources and adverse effects caused by leaking petroleum storage tanks.

What actions are being taken?

Initiatives to ensure that Alberta's people, land and water are protected at petroleum storage tank sites include:

  1. Improvements in leak detection and tank installation:
    • Operators must develop a fuel storage management plan and be able to provide a monthly fuel inventory.
    • Operators must develop a plan prior to tank installation.
    • Only approved operators are permitted to install tanks.
    • Storage tanks must meet ULC standards.
    • Increased education and awareness of the new standards for petroleum storage tanks are under the direction of the Petroleum Tank Management Association.
  2. The Alberta Fire Code was amended in 1992 to include a requirement to upgrade old petroleum storage tanks to meet minimum design and performance standards. Since then, additional requirements for upgrades have been added. They include such measures as secondary containment of underground plumbing and piping systems.
  3. Petroleum storage tank site owners and operators are cleaning up or managing their sites:
    • The major petroleum companies have been proactively taking old sites out of service ("decommissioning") and cleaning them up ("remediation") for a number of years, and continue to do so.
    • To promote remediation of independent gas station sites and to assist municipalities with orphan sites, Alberta Municipal Affairs initiated a program in October 2000 that provided financial assistance for remediation. The application deadline for the program was March 28, 2002. However, long-term remedial work is continuing at some sites. Additional funding ($10 million) was approved in 2003.
